What makes Mini-Cassia projects different

One area, two counties, three cities

Burley straddles two counties. Most of the city is in Cassia County, where it’s the county seat, and a smaller part north of the Snake River is in Minidoka County. Heyburn sits directly across the river in Minidoka County, and Rupert, the Minidoka County seat, is a few miles north. In the 2020 census Burley had about 11,700 people, Rupert about 6,100 and Heyburn about 3,700.

Rupert and Heyburn grew out of the federal Minidoka Project. After Minidoka Dam was finished in 1906, farms and new towns followed, and the Bureau of Reclamation laid out Rupert and Heyburn. Burley’s post office dates to 1905, and the city was incorporated in 1909. That history means a mix of older homes near each downtown and newer subdivisions and rural homes on former farm ground.

Weather: higher and colder than Twin Falls

Burley sits at about 4,160 feet, roughly 400 feet higher than Twin Falls. It averages about 10.3 inches of precipitation and 23 inches of snow a year. Temperatures swing hard: Burley’s record low is −30°F and its record high is 107°F.

Rupert has recorded −34°F. The National Weather Service in Pocatello issues wind advisories and high wind warnings for the Magic Valley, including the eastern Magic Valley around Burley and Rupert.

Irrigation districts and Burley’s low-pressure system

Irrigation here comes from irrigation districts rather than the Twin Falls Canal Company. The Burley Irrigation District serves about 48,000 acres on the south side of the river, and the Minidoka Irrigation District serves about 3,100 water users on the Minidoka County side.

Inside Burley, some neighborhoods are on the city’s low-pressure irrigation system. In 2025 it came on in mid-April, and it shuts down in October depending on weather. The city asks residents to open hose bibs after shutdown to help drain the lines. Homes not on the city system may get water from the Burley Irrigation District or a homeowners association.

Permits: each city runs its own

Permits depend on which city you’re in:

• Burley: the City of Burley Building Department on Parke Avenue issues building, electrical, plumbing and HVAC permits and takes applications online. The city says not to start construction without consulting the Chief Building Official.
• Heyburn: the City of Heyburn Planning and Building Department takes applications through its Planning and Zoning administrator.
• Rupert: permits go through Rupert City Hall.
• Outside city limits: Cassia County or Minidoka County Building and Zoning, depending on which side of the river you’re on.
